Oregon House Bill 2655 permits parents to annually opt-out of Oregon’s statewide summative tests in English Language Arts and Math by submitting the “opt-out” form to the school the student attends. The school shall provide any student who is exempted from a state test with supervised study time while other students are testing. The opt out form may be found using the link below or in the office of your child’s school.

Title I Program
The Pilot Rock School District operates one grade school, Pilot Rock Elementary School (PRES), as a Title I funded school. PRES operates a “school-wide” program where all students are eligible to receive additional instructional support in the areas of reading and math. As a Title I school, PRES receives additional money provided by the federal government to assist in raising the achievement level of students living in poverty.
Schools with significant levels of poverty based on the percentage of students who qualify for free or reduced lunch may be designated as a school-wide Title I program.
Title I funds may be used in a variety of ways: employ teachers and/or paraprofessionals, provide training and support to teachers and staff, purchase curriculum or technology, and any needed supplies. Title I funds must also fund a family/parent involvement program, including the training of parents and school parent engagement nights hosted at PRES.
We’re required to annually review our Title I program and plan to make revisions and to determine how effective our plan is.
The school district, principal, teachers, and parents are all involved in developing and implementing the Title I program.
We are required to involve parents in the design and review of our annual Title I plan. We have a parent/school compact that outlines how schools and parents will share responsibility for ensuring that students meet the state standards. Parents of students at Title I schools also have the right to request information regarding the professional qualifications of the student’s classroom teachers.

Housing & Foster Care Support Services
Pilot Rock School District is committed to ensuring every student has equal access to a high-quality public education, regardless of housing status or living circumstances.
Homeless Youth & Families (McKinney-Vento Act)
Under the McKinney-Vento Act and ORS 339.115(7), school-age children residing in temporary or unstable housing arrangements have guaranteed educational rights and protections.
Your family may qualify for educational support services if you currently reside:
- In an emergency shelter or transitional housing
- In a motel, hotel, or campground due to a lack of alternative adequate housing
- In a vehicle, park, abandoned building, or bus/train station
- Doubled up with family or friends due to loss of housing, economic hardship, or similar reasons
